About Council

The enactment of the Protection of the Rights of Elders Act Number 9 of 2000 is a breakthrough in the history to make provisions for the establishment of the National Council for Elders for the promotion and protection of the welfare and the rights of elders and to provide for matters connected therewith or incidental thereto.


In terms of Section 3(1)(d) of the Act, the National Council for Elders shall consist of three members to represent elders in Sri Lanka, in terms of Section 3(1)(e) of the Act, the five members to represent voluntary organizations, that are engaged in providing services to elders and are registered under this Act, in terms of Section 3(1)(f) of the Act, four other members by name or office from among professionals, members of cooperation bodies and public officers thogether into 12 officers appointed by the President in consultation with the Minister of the Minister in charge of the subject shall be the Chairman of the Council and in terms of Section 3(1)(b) of the Act, the Additional Secretary of the Ministry of the Minister in charge of the subject shall be the Vice Chairman of the Council. In accordance with Section 3(1)(c) of the Protection of the Rights of Elders Act Number 9 of 2000 Act and Protection of the Rights of Elders (Amendment) Act Number 5 of 2011, the Director, National Secretariat for Elders shall be the Secretary to the Council. In terms of the Act, the Secretary of the Ministry, the Additional Secretary of the Ministry, the Director Department of Social Services and the Director, National Secretariat for Elders shall be appointed as ex-officio members of the National Council.


In subsequence, this Council consists of 16 members and every appointed members shall hold office for a period of three years for the date of appointment. The National Council meets to take all remedial decisions in connection with the elders and such decisions and proposals are implemented by the National Secretariat for Elders.
